This is the MiG-29 Sniper prototype, an upgraded MiG-29 for the Romanian Air Force which first flew in 2000. Unfortunately, the Romanian government decided to stop the Sniper programme as well as all MiG-29 operations in 2003. This one survived in the museum. It is in need of a paint job...
