Although no external markings, this is Army Aviation. The militarized G1159C was assigned to the US Army Operational Support Airlift Command (OSACOM). The VIP jet was once N457GA in 1991, then N7096B in Jan'92 before it was delivered to OSACOM/PAT (Priority Air Transport). The C-20F was transferred to USAPAT Pacific Flight Detachment from 3 Apr 2004. Only a few weeks later it was damaged class E at Anderson AB (Guam) on 13 Apr'04 but repaired.
