This TA-3B was operated by the Department of the Navy and had been outfitted to carry passengers. It was based at NAF Andrews, just outside of Washington, D.C. Due to its proximity to San Francisco, NAS Alameda was a popular layover spot for military aircraft from all the services, including those from other countries.
