This aircraft was originally ordered by Sweden as a Seversky EP-106 two-seat trainer, part of a 120-aircraft deal. Undelivered aircraft were requisitioned in October 1940 by the US government and handed to the USAAC. The EP-106 was the export version of the P-35 fighter and designated J9 in Sweden. The USAAC called the ex-Swedish single-seaters Republic P-35A and the two-seaters Republic AT-16. Seversky had changed its name to Republic in 1939.
