Another photo shows that this is Second Series BuNo 6729, ordered in 1940 and modified here to PBM-3S (Stripped) standard with reduced defensive armament for anti-submarine patrols. The location seems to be NAS Norfolk, although the reported unit, VPB-206 (VP-206 until October 1944), was based at Key West, Quonset Point and Elizabeth City from April 1944 when it received the PBM-3S.
