The American caption claims this is a 'Kuwaiti Mirage 2000C' taking off for 'a strike against Iraqi targets in support of Operation Desert Storm', and location is given as Saudi Arabia. However, it's an Emiri reconnaissance aircraft and as far as we can find out, the Emiri Mirages stayed at home at Al Dhafra.
