It looks as if someone took a Bellanca Scout or Citabria and registered it as an amateur-built, which happens quite a lot in this country and to all kinds of aircraft. It is a loop-hole for getting around certification regulations. The C of R was cancelled in April 2022 which could indicate a change of ownership. [Update: I've since met the guy who owns it and I know him and his dad. It was built in Manitoba from a wrecked Aeronca 7ECA.
