Due to the border between SA and Victoria recently reopening after another almost nationwide Covid lockdown, passenger numbers probably hadn't recovered sufficiently to fill all flights, and considering this was a Sunday, and with Qantas, Jetstar and Virgin Australia all providing Melbourne services, this REX service would appear to have been very lightly loaded.
