This was one of three F.28s operated by the Australian civil aviation department for airways survey (largely navaid calibration) work. This photo was taken to show off the new Department of Aviation's colour scheme after it came into being on 7 May 1982.

VH-ATE was delivered to the Australian Department of Transport, Air Transport Group, in 1977. Aviation bureaucracy in Australia was in state of endless reorganisation as governments changed. The Air Transport Group became the Department of Aviation in whose colours the flight inspection F28 is pictured. It was sold to Ansett in November 1987, which deemed the aircraft unsuitable for conversion to an airliner. It was sold to in Canada in 1988 and operated as an airliner until 2002.
