By the looks of it, this appears to be a Dutch aircraft: red, white and blue, and even..... orange! The Paraguayan national colours however, are similar to the Dutch', and orange is indicative for training aircraft of the Paraguayan air force. The type however is Dutch, a Fokker S11, in this case a FIA Brazil-built license example. It is part of an impressive row of aircraft preserved at the main gate of Ñu Guazú.
