The Fokker S.14 first flew on May 19, 1951. It marks the first Fokker-built jet aircraft and the world first jet aircraft designed specifically for training purposes. The only orders came from the Royal Netherlands Air Force, who acquired 20 aircraft (L-1 to L-20), delivered between August 1955 and November 1956. L-3 was broken up in 1963. Just 3 out of 21 aircraft remain; 1 at the Nationaal Militair Museum at Soesterberg, one under restoration for static display at the Koninklijke Luchtmacht Historische Vlucht (KLuHV) and one at the Aviodrome in Lelystad.
