It wears the name "Беликий" (Belikiy). The badge is unknown to me, it depicts a bird of prey behind a shield with the Russian flag and a '2'. Maybe this relates to the 2nd independent Heavy Bomber Aviation Corps?

Apparently this Tupolev Tu-22 was involved in a belly landing in 1986 at Ozerne Airbase and never flew again after that incident. It later became a gate guard at the same airbase and was painted in Ukrainian markings, probably after Ukraine's independence in December 1991.

This was an early Tu-22B bomber but it was rebuilt as the prototype of the Tu-22K Blinder-B to carry one Kh-22 (AS-4 Kitchen) stand-off missile. '32 red' had its last flight on 27 October 1965. Total flight was 350 hours. Information courtesy of Nils Mosberg.
